The Council has agreed a plan – 'Building a Better Borough' to guide its activities from 2022-2024.

It sets out five priorities, operating principles and a series of actions. The priorities are as follows:
- Safeguarding finances
- Vibrant and safer towns and villages
- Carbon reduction
- Genuinely affordable housing and social rental housing
- Digital access, transparency and local democracy
